The 'New' option within GL Reconciliation is used to start a reconciliation using a rule that already exists. This is why you're only seeing the existing rule when you click New.
To set up a new rule, go to GL Reconciliation Rules first. Here you define the rule itself, including the description, the accounts involved, and the matching mode. Once the rule has been created, it will then be available to select from the list when you click New within GL Reconciliation.
