Yes, this is possible, but only when using the new Budgeting module.
The Budgeting module includes new Excel functions that let you pull live budget data directly into your spreadsheets, in a similar way to how actuals can be retrieved.
(ip.budgetingamount) returns the budget amount for a specified budget, legal entity, period, account, and optional posting attributes.
